Care Quality Commission Visit January & February 2024

At the end of 2023, the Care Quality Commission (CQC) changed the way care homes are inspected. Supported by new technology and integrated assessment teams they launched the Single Assessment Framework. As a newly opened care home, Admiral Jellicoe House was one of the first homes to be inspected using this framework.

Each time the CQC inspects a care home, it issues an inspection report. This gives feedback on what inspectors found and what recommendations they make to the people who manage the home.

From this, the providers need to produce an action plan, which is agreed with the CQC. At The RNBT, we decided to publish a summary of our report and action taken as we want to be open and honest with our residents, their families, friends and potential residents.

Summary of the CQC Inspection and our action in response

The inspection team observed a great deal of positive performance including:

  • Kind and caring staff
  • People treated with respect and dignity
  • People given choice about how they live their lives
  • A high satisfaction amongst residents and relatives
  • The premises were of a high standard with facilities, equipment and technology supporting the delivery of safe care

These points are reflected in the Good rating the home was awarded for caring, evidence the service was providing kind and compassionate care.

The inspection recognised that the home had been through an unsettled period of leadership prior to the visit. This had affected the support that staff received, governance and notification of incidents. Although residents were happy with their care, some elements did not meet the required standards. These were in relation to obtaining legal consent for care and treatment, identifying & mitigating risk and ensuring effective oversight of the home.

Since the inspection a new leadership team, including a Registered Manager, has been appointed. Recognising the need for improvement, the CQC rated the home as Requires Improvement in the key areas Safe & Effective, giving the home an overall rating of Requires Improvement.

The RNBT have assigned substantial resources to Admiral Jellicoe House to ensure that it meets our high standards. We have appointed a Head of Care, Quality & Compliance to implement a quality assurance system that involves a regular audit programme to ensure a continuous improvement environment. This also includes a ‘lessons learned’ approach.

Staff are supported through regular meetings, staff surveys and learning and development opportunities. Workshops for all staff have been used to improve the culture and ensure that staff concerns are listened to. Regular Residents and Relatives meetings are used to share ideas and make service improvements. Robust clinical leadership means we can scrutinise quality in a way that was previously missing.

We are confident that our extensive service improvement plan will enable Admiral Jellicoe House management and staff to evidence the good care they provide and deliver sustainable improvements for the future.

Kinder to the environment

Recently completed to a high standard, our care home has been built to be as environmentally friendly and efficient as possible not only to reduce our environmental impact as a care home, but to reduce energy bills to keep our overheads and fees as competitive as possible. A large proportion of our low energy lighting is on a sensor system to ensure it is only used when needed, we also have a ground source heating system and at least 15% of all predicted energy requirements on site are met from renewable energy sources.
